Job Summary
In partnership with the China Export-Import (EXIM) Bank and CGCOC Group, UNICEF is supporting the Government of Nigeria to deliver a comprehensive approach to water, sanitation, and hygiene (WASH) and primary health care in the Federal Capital Territory (FCT). Building on the Abuja Water Supply Project—which provides piped water to over 1.5 million residents, this new programme, implemented through UNICEF, aims to amplify the social impact of the existing infrastructure. By combining reliable water supply with robust sanitation and hygiene services, health system strengthening, and community engagement, the initiative seeks to improve the health and well-being of vulnerable households, pregnant women, newborns and children. In alignment with Nigeria’s national development strategies and global commitments to the Sustainable Development Goals (SDGs), the partnership represents a significant opportunity to contribute towards achieving SDGs 3, 6, and 17, ensuring a safer, more equitable, and sustainable future for communities across the FCT. The State Health Facilitator is the focal point of UNICEF’s technical assistance to FCTA health department towards the delivery of the initiative. He further performs coordination and liaison roles for the initiative, representing UNICEF’s interests and priorities towards effective partnership for the intervention.
Job Details
Main Responsibilities and Tasks:
- Provide technical support to FCT management towards the effective implementation of the Strengthening Inclusive Health Outcomes through an
Integrated WASH and Health Programme in the Federal Capital Territory - Support the planning, implementation, and monitoring of PHC programs/interventions in FCT, its LGAs, and communities: Support the development
of project specific work plans as integral to the overall FCT AoPs. - Support multi-sectoral PHC programming in FCT, including integration with WaSH, nutrition, SBC, and child protection.
- Work with FCTA to conduct evidence based PHC performance review for FCT.
- Contribute to the development of data-related capacity, tools, evidence generation and/or systems for programme monitoring and learning plan
- Contribute to the implementation of all UNICEGF supported programs in FCTA, including PHC Leadership challenge, immunization and RMNCAH
programs. - Contribute to the tracking and reporting of public health emergencies, and to the execution of FCTA PHE response plan.
- Render monthly program updates and implementation reports for PHC delivery in FCT, including reporting, documentation and development of
program-related knowledge products.
Deliverables:
- Program workplan with detailed Implementation Gantt chart.
- Monthly program updates and quarterly reports of the multisectoral intervention.
- Monthly FCT HMIS reports, including evidence of complete reporting from all FCT HFs.
- Updated monthly PHC implementation dashboard.
- Quertaerly (monthly during outbreaks) PHE surveillance reports
Requirements
Education:
- Bachelor’s degree, or its equivalent in any of the following areas: Public Health, Health Sciences, Health Education and Promotion, Biological sciences, Psychology, Sociology and Social Sciences or another related field
Language:
- Fluency in English language and writing skills
Work Experience:
- At least 5 years’ experience in health programming and management at sub-national levels.
- Solid experience multi-sectorial coordination, Results-Based Measurement and in health programme monitoring and evaluation
