Job Summary
UNICEF has supported the Federal Ministry of Water Resources and Sanitation (FMWRS) to develop and launch the Nigerian Guidelines for Rural Drinking Water Quality Monitoring and Surveillance in 2023. The FMWRS has also developed the National Water Quality Roadmap which among other things recommends strengthening the national Water Quality Monitoring Framework. Additionally, UNICEF has supported the FMWRS in the last two years, to produce and distribute 60,000 H2S vial across various states in the country. These vials have been used by communities in implementing their water safety plans. However, there is the need to mobilize and involve the private sector in the local production of the H2S vials to make it sustainable and readily available in the country. The FMWRS is also in the process of integrating climate resilience in water safety planning.This TOR for Facilitator is designed to provide support to FMWRS and states to strengthen state level capacity on climate resilient water safety planning and supporting the FMWRS in engaging the private sector in water quality management, especially through local production of H2S vials. The Facilitator will be managed by the third party with oversight and technical supervision of Abuja Office to ensure effective implementation of all the planned activities.
Job Details
The monthly action plan must be discussed and agreed with his/her Supervisor before implementation in the field.
1. Support stakeholder analysis and engagement on water quality management in selected states.
2. Support the Federal Ministry of Water Resources and Sanitation (FMWRS) in developing and implementing State roadmaps and action plans for Rural Drinking Water Quality Monitoring and Surveillance.
3. Support the States and FMWRS in implementation and monitoring of the Climate Resilient Water Safety Planning (CR-WSP) guidelines
4. Support states in identifying, implementing, tracking and monitoring of CR-WSP (e.g tree planting around water sources) and prepare monthly analytical reports on the same
5. Support the FMWRS in process of identifying and engaging the private sector for water quality management.
6. Support the State Governments in collating monthly, quarterly and annual reports on water quality tests and management.
7. Monitor, identify, document and share progress based on evidence across the states to encourage peer learning and uptake of best practicesAny other relevant assignment that the supervisor may give to help achieve the planned WASH results in each of the project states.
DELIVERABLES:
1. Brief of a stakeholder analysis report on water quality management in selected states.
2. Outline of states action plans on roll out of Climate Resilient Water Safety Planning (CR -WSP)
3. State road-maps/action plans on roll out of CR-WSP or some of the activities in at least fifteen focus states.
4. Monthly and quaterly analytical reports on progress towards implementing CR-WSP in focus States (e.g tree planting around water sources, minimizing plastic pollution), all reports should have details of GPS coordinates, actual numbers achieved, implementation dates etc
5. At least 12 human interest stories/case studies based on ongoing practices in the focus states
6. Notes of workshop/meetings held at the national and state level on CR-WSP and related issues
Requirements
REQUIRED QUALIFICATIONS AND COMPETENCIES:
University degree, Higher National Diploma or its equivalent in civil/environmental engineering, water & sanitation, public health, public administration, business administration, management, development studies and any other relevant field.
