Job Summary
To provide technical support to Lere and Kagarko LGAs in the implementation of WASH services under the Sustainable impact WASH programme in Nigeria supported by the Government of the Netherlands (Directorate-General for International Cooperation – DGIS ASWA III), Two LGA Facilitators are required in Kaduna State to cover the two (2) LGAs and achieve planned results under the FGN-UNICEF WASH Programme. The Facilitator will specifically support UNICEF Kaduna Field Office in ensuring effective implementation of project activities in the respective LGAs of Lere and Kagarko as contained in the ASWA III sustainability agreement. Technical guidance and oversight will be provided by UNICEF Kaduna Field Office WASH Officer.
Job Details
The responsibilities and key assignments for this consultancy in relation to the DGIS-ASWA III Project in Kaduna Field Office includes the following:
1. Support participating LGAs to achieve sustained use of safe water supply and sanitation services, promote and sustain adoption of hygiene practices, with focus on the poor and vulnerable people in Lere and Kagarko LGAs
2. Support LGA WASH Units/Departments in reporting and managing WASHIMS, Community Data Sheet (CDS) and other reporting templates.
3. Collects data for situation analysis and monitor the implementation and quality of WASH service in the community, institutions (schools, health centres) and public places (markets, motor parks).
4. In collaboration with LGA WASH Departments/Units, undertake baseline survey in each community of project area and assist in mapping WASH activities through getting accurate coordinates of WASH services to bridge identified gaps.
5. Support LGAs to establish and build capacity of Water Sanitation & Hygiene (WASHCOM) members and Village Level & Maintenance/Management (VLOM) to plan etc and implement the DGIS-ASWA III in rural communities of the self-selected LGAs.
6. Support mechanism for involvement of CSOs/NGOs/CBOs and private sector to work with communities, institutions, and public places to implement, manage and sustain WASH services.
7. Support monitoring and conduct physical verification (by independent state verification team or third party) of completed facilities (water facilities - hand pump boreholes etc, sanitation - VIP latrines, etc.) to ensure that quality of construction is conformed to agreed designs, specifications and general standards before certification and processing of payment to the contractors.
8. Ensure constructed facilities are effectively utilized and in good condition at retention period and beyond
9. Support LGAs and communities to attain ODF through CLTS approach with increased participation of women groups and Civil Society Organizations (CSOs).10. Prepare periodic reports; develop work plans and documentation of process, progress, and best practices of the project implementation to support evidence-based advocacy and learning (produce documentaries, human interest stories, case studies, etc.) before the end of project.
• Strategy for Key Project Thematic Areas: Climate resilience, sustainability, gender transformation, conflict prevention, SMS, innovations, sector coordination, data/information management etc
• Result Areas: Water, Sanitation, Hygiene (Handwashing with soap), Hygiene (Menstrual Health and Hygiene – MHH), Systems strengthening and cross-cutting activities.
DELIVERABLES:
a. Detailed work plan with verifiable indicators for implementation of the consultancy/facilitation
b. Monthly Work Plan for implementation of WASH Activities in LGAs of responsibility
c. Monthly reports of WASH activities implemented within the LGAs and progress reports on planned activities from the field.
d. Final consultancy/facilitation report of all activities carried out.
All the above-mentioned reports are to be submitted on time to the WASH Officer of Kaduna Field Office. Performance will be evaluated by the technical Supervisor every three months, or more frequently if found necessary. Based on performance, the Facilitator’s tenure will be extended or terminated. In case of termination, the Facilitator will be notified in accordance with organizational guidelines.
Requirements
REQUIRED QUALIFICATIONS AND COMPETENCIES:
Candidate should possess at least a university degree or equivalent qualification in Engineering, Public Health, Natural Sciences, Social Sciences, or other field related to WASH development assistanceExcellent communication and writing skills in English.Knowledge of Local language (Hausa)
a. A minimum of 3 years of professional experience in the fields highlighted above including knowledge of planning in WASH, coordination of WASH activities, and community mobilization approaches.
b. Relevant knowledge of community-based water and sanitation management and hygiene education and experience in CLTS would be an advantage.
c. Experience in community dialogue, ability to work at community level and be able to speak the local language
• Teamwork and negotiation skills on project development issues at community level
• Excellent presentation skills, both in terms of written and oral communication.
• Willingness to travel to rural and semi-urban areas of the state/country.
• IT skills with ability to generate data, interpret and utilize it for planning.
• Ability to work effectively with LGA and WASH Departments/Units
