Job Summary
The purpose of this role is to support Enugu Field Office in providing technical assistance for implementation of the state-wide campaign to end open defecation and improve sanitation in Enugu State. It will also provide the technical assistance required to push forward the agenda around engaging with the Toilet Business Owners amongst other Private Sector players and Local Governments to leverage sanitation and water supply investments, build capacities at State and LGA levels for delivery of sustainable climate resilient WASH services, explore opportunities for a government-driven urban WASH and emergency response, and the development of sustainability models for WASH for professionalized operation and maintenance of WASH infrastructure in the State.The Facilitator will also provide technical support for the scale-up of ODF results in Enugu State (working with the RUWASSA and the target LGAs in the state).
Job Details
1. Technical support and capacity building of WASH partners in planning and preparation of activity proposals as per project strategies, ensuring timely implementation of activities and retirement as per HACT guidelines.
2. Support State Implementing Agencies and LGA WASH Units/Departments in building capacity required to drive stakeholder engagement and facilitation of ODF campaign in selected LGAs, and for the implementation of the state-wide campaign to end open defecation and improve sanitation in Enugu State.
3. Provide technical support for high-impact, measurable hygiene promotion in communities, in schools (through EHCs).
4. Support the LGA in the enforcement of Sanitation By-Law and Water User Association Law, ensure formal posting of relevant and adequate number of staff to the WASH Department, push for the provision of a conducive work environment, secure the release of operational funds, and supervise its utilization.
5. Support for capacity development of WASH institutions at the LGA level, ensuring enabling policies, structures, legislations, strategies and organizational capacities to budget, plan, and drive delivery of sustainable WASH services in rural/peri-urban communities, institutions, and public places.
6. Provide technical support for WASH business development, including building partnerships between communities and Private Service Operators to strengthen facility O&M models/arrangements.
7. Technical support in the supervision and quality monitoring of construction works and contract management support to RUWASSA and the assigned LGA for WASH facilities in communities, institutions, and public place.
8. Technical support and capacity building of LGA level WASH institutions to establish public-private partnerships and collaborations for private sector investment in expansion of rural/peri-urban WASH services.
9. Support emergency preparedness, planning and response covering floods, cholera outbreaks, and implementation of humanitarian action in WASH, where so assigned.
10. Provide data management support to LGA M&E Officers, ensuring systematic measurements, data processing and reporting of WASH results on WASHIMS, CDS, and other Project templates.
11. Support LGAs in documentation of learning products (best practices, human interest stories, case studies, etc).
12. Attend state, LGA partner coordination meetings
13. Provide real-time water and sanitation situation reports and other thematic situation reports when requested
14. Perform any other task as may be required in relation to the key responsibilities above.
DELIVERABLES:
1) At least 2 ODF LGAs and 200 ODF communities are certified/validated with direct support of the Facilitator.
2) At least two monthly project planning and review meetings are facilitated and attended by the LGA WASH Coordinators, and the report is shared to guide priority actions.
3) WASH infrastructure works in each State are undertaken to required standards.
4) Capacity building for LGA level WASH institutions implemented based on assessed gaps and needs
5) Enabling legislation and strategies for sustainable rural/peri-urban WASH services in 2 LGAs.
6) Appropriate system for monitoring and reporting on sustainable O&M arrangements in the State.
7) Functional M&E system in the LGA with consistent data updates on WASHIMs, CDS and Project templates
8) Private sector investing in expansion of WASH services, including One-Stop WASH shops for both water and sanitation services, Desludging/transportation/treatment, etc., through public-private partnerships.
9) Each State documenting and sharing 3 knowledge product (human interest story, case study etc) per annum.
10) Monthly progress report and plan for subsequent month
11) Coordination meeting and situation monitoring reportsReports are to be submitted on time to the WASH Specialist at Enugu Field Office. Performance will be evaluated by the technical Supervisor every three months, or more frequently if found necessary. Based on performance and depending on budget availability, the Facilitator. termination, the Facilitator will be notified in accordance with organizational guidelines.
Requirements
REQUIRED QUALIFICATIONS AND COMPETENCIES:
University degree, Higher National Diploma or its equivalent in civil/environmental engineering, water & sanitation, public health, public administration, business administration, management, development studies and any other relevant field.
Good communication and writing skills in English.
a. A minimum of 3 years of professional experience (national or international) in the field of public health and development; working knowledge of planning in WASH, emergency programming, coordination of WASH activities, and community mobilization approaches.
b. Relevant knowledge of community-based water and sanitation management and hygiene education and experience in CLTS would be an advantage. Experience in community dialogue, ability to work at community level and be able to speak the local language is essential.
