Job Summary
The State Facilitator will support Rivers Field Office with technical support for planning, implementation, monitoring and reporting of integrated WASH and NTDs intervention in Bayelsa and Rivers States. The required technical support will include the achievement of open defecation free (ODF) status in NTDs endemic LGAs in Bayelsa, Rivers States. The Facilitator shall provide technical support and capacity building to strengthen systems for implementation of NTDs prevention activities including the implementation of mass administration of medicine (MAM) and integration of WASH with NTDs. S/he shall also be responsible for facilitating the sustainable delivery of WASH Programme in Bayelsa and Rivers States. This will include providing support in programme planning, implementation, monitoring and documentation of good practices for shared learning and knowledge management. The task will involve some traveling between the WASH NTD integrating states. The Facilitator will be managed by the third party with oversight and technical supervision of Rivers Field Office to ensure effective implementation of all the planned activities in the concerned States.
Job Details
The main responsibilities and key assignments for this facilitator in relation to the NTDs and WASH programme in the programme states will include the following:
1. Facilitate the integration of climate resilient WASH activities into strategies implemented by the State Primary Health care / MOH team for prevention and treatment of NTDs.
2. Strengthen the capacity of States & LGA levels NTD teams including the State RUWASSA to plan and implement WASH and NTDs programme.
3. Provide technical assistance to the Bayelsa and Rivers NTDs Elimination Units in the respective States Ministry of Health, State Primary Health Care Board, and State Rural Water Supply and Sanitation Agencies (RUWASSA) in the implementation and monitoring of agreed work plans with focus on ensuring quality of interventions.
4. Assist the Port Harcourt Field Office to conduct regular supportive supervision and monitoring of WASH and NTDs interventions in the states and end-use monitoring of WASH-related supplies.
5. Provide regular update on availability and use of state funds for the ODF campaign activities by the state government for improved sanitation uptake in the communities in the target LGAs of Bayelsa and Rivers States.
6. Provide technical assistance for the planning and implementation of approaches (including CLTS ++, Sanitation Marketing, TBO engagement and Public Private Partnership for WASH in Public Places) for improved sanitation uptake towards attaining community, LGA and State-wide ODF.
7. Assist the Field Office to facilitate tracking of progress and produce reports with disaggregated indicators for planned WASH interventions in terms of quantity, quality, coverage, etc. and access of disadvantaged and marginalized groups.
8. Support Bayelsa and Rivers RUWASA in maintaining a regular flow of information among stakeholders at all levels and ensure regular update of data and all information related to ODF achievement in WASHIM and WASH NTD progress
9. Support the states in the documentation of process, progress and best practices of the project implementation to support evidence-based advocacy and learning (produce documentaries, human interest stories, case studies, etc.)Any other relevant assignment that the supervisor may give to help achieve the planned WASH results.
DELIVERABLES:
1. At least two monthly project planning and review meetings are facilitated and attended by the LGA NTDs and WASH Coordinators in each of the 2 states. The report of each meeting should be shared with the technical supervisor, should influence the priority on subsequent further work.
2. CLTS – at least 20 communities in each of the three states are certified ODF by the State Task Group on Sanitation.
3. Sanitation revolving loan fund is established in at least 3 LGAs across the 2 states.
4. Follow up and documentation of progress on VLOM and supporting operational capacities LGAWASH Units to ensure that 20 water sources are rehabilitated in communities with support from LAMs
5. WASHIMS at LGA and states is updated every month.
6. Supporting identification of Private sector to invests in expansion of rural/peri-urban WASH services through public-private partnerships and support in hosting at least 2 interacting / collaborating meeting
7. Supporting LGA to produces at least three knowledge products (human interest story, case study etc)
8. Monthly progress report submitted on implementation of WASH NTD implementation, Each of the States’ ODF progress.
9. Monthly workplan and report on implementation of climate change Activities for each of the states
10. Final consultancy report summarizing the activities supported and results for the period of the consultancy.
Requirements
REQUIRED QUALIFICATIONS AND COMPETENCIES:
University degree, Higher National Diploma or its equivalent in civil/environmental engineering, water & sanitation, public health, public administration, business administration, management, development studies and any other relevant field.Good communications and writing skills in English.
At least 5 years of relevant experience in programme planning, implementation and monitoring preferably in the water and sanitation sector.
