Job Summary
The engagement of the State Facilitator will support and ensure effective coordination, and monitoring of the implementation of all activities under the GPE_AF and ECW II work plan. The State Facilitator will be responsible for real-time monitoring, data collection, reporting, sharing feedback on program implementation, and ensuring resources are utilized judiciously for intended purposes. He/She will consolidate the reports, track progress, provide technical guidance, deploy knowledge and experience to create momentum at the state, LGAs, communities, and school levels in quality and timely implementation, and ensure the sustainability of education programs beyond the project lifecycle.
Job Details
• Support planning, and implementation of the GPE_AF, ECW II, and other EIE activities at the State and LGA level in collaboration with the State Universal Basic Education Boards (SUBEB), State Ministries of Education (SMoE), and Local Education Authority.
• Support the rollout and scale-up of UNICEF-supported education programs, including Teaching at the Right Level (TaRL), out-of-school interventions, safe schools’ initiatives, life skills programs, digital learning initiatives, Education Management Information Systems (EMIS), Teacher Management Information Systems (TMIS), and other frameworks and teacher capacity development.
• Collaborate with state ministries, local governments, and implementing partners to ensure program alignment with national and state education priorities.
• Provide technical guidance to LGA facilitators to ensure effective program delivery at the local level.
• Support and monitor the distribution of education supplies in close coordination with SUBEB/LGEA.
• Conduct classroom observation of teachers’ application of teaching techniques/skills learned from training and maintained a database on key education targets using tools provided by the UNICEF Education section.
• Compile, review, and summarize reports from LGA facilitators to track program progress, identify challenges, and recommend solutions.
• Build and maintain relationships with key stakeholders, including state, local governments, communities, and civil society organizations (CSOs)
• Regularly communicate with UNICEF Field Office education staff responsible for the activities and discuss issues of concern on the implementation of projects.
• Provide fortnightly, monthly, quarterly, and annual progress reports on the status of the project activities and support the documentation of best practices and lessons learned from implementation.
• Monthly work plan detailing how key tasks will be conducted uploaded and submitted
Any other duties assigned by the Education Specialist
Deliverables:
• Timely submission of bi-weekly, monthly, and quarterly activity progress reports and emerging reports on specific interventions
• The facilitator is to spend 40% of the time on reporting and 60% on the field for monitoring and supportive supervision• Monthly report upload and submission
• Quarterly Human-Interest Stories and Picture Stories
• Monthly analysis of teachers' monitoring report.
Required Qualifications and Competence:
• A first Degree in education, social sciences, economics, or related fields
• Computer Literate
• Fluency in English language and good English writing skills. Fluency in Hausa, the language of the immediate environment where the Facilitator is deployed.
• At least 5 years of experience and demonstrated ability in supporting capacity development work in education.
• Experience working on gender issues and extensive knowledge and skills in education and social sectors in Nigeria preferably in northern Nigeria.
• Experience working in a humanitarian context is an asset.
• Skills in the use of Microsoft Office suites are a must.
• Experience working with UN or NGO programs/projects is an asset.
• Good understanding of community involvement and participation.
• Communicates effectively, both orally and in writing, to varied audiences, especially in the target state and LGA.
• Able to work effectively in a multicultural environment, set high standards for quality of work, and consistently achieve project goals.
