State WASH Facilitator

Job Summary

Sokoto Field Office WASH programme is saddled with the responsibility for strengthening enabling environments for a Government-led WASH sector, generating evidence for upstream programming and advocacy, building capacity, driving innovations for service expansion, increase access to WASH in communities, institutions, accelerating sanitation improvement and elimination of open defecation through state-wide ODF campaigns, and delivering emergency WASH services to address the growing humanitarian concerns in the northwestern states of Sokoto, Zamfara and Kebbi. Given the current drop in the staffing structure, it has become necessary that we engage the services of State WASH Facilitators to work with government, community leaders, the private sector, research institutions and CSO partners to support downstream programming. The State Facilitator will support Sokoto Field Office with technical support for planning, implementation, monitoring and reporting of integrated WASH interventions in Zamfara state for the achievement of open defecation free (ODF) results in Maru and Kaura Namoda, coordinating Cholera OBR, managing Humanitarian WASH response, and delivery of results for Climate Resilient WASH under the multi-sectoral integrated resilience project in Zamfara State. The State Facilitator will also work to build capacity of LGA WASH department staff newly posted to the new LGA WASH Departments in the 14 LGAs of the State. UNICEF Sokoto Field Office WASH Officer will be the direct supervisor for the facilitator and provide technical guidance and oversight to ensure effective implementation of all the planned activities, the achievement of results, and performance management/review in line set milestones and contract management requirements.

Job Details

Main Responsibilities and Tasks:

The responsibilities and key assignments for this assignment are to provide the following:

1. Technical support to implementing partners (Zamfara RUWASSA and 14 LGA WASH Departments) on planning, implementation, monitoring, and reporting of ALL WASH interventions in communities and in institutions (schools, HCFs, public places) in both development and humanitarian situations.
2. Conduct oversight functions and technical support to implementing partners for procurement processes, contract management, direct supervision, and certification of rehabilitation/upgrade/ construction of both
   water and sanitation infrastructure to ensure the provision of safe, durable, and climate resilient WASH.
3. Provide technical assistance for implementation of the state-wide campaign to end open defecation and improve sanitation. This shall include oversight function of guiding state, LGA, and Ward actors in the roll out of the ODF campaign for selected LGAs, supporting market-based sanitation activities, and providing guidance for state-led sanitation voucher funding, safely management sanitation initiative, expanding PPP arrangements
   and investments by Toilet Business Owners (TBOs).
4. Technical support and liaison with State and LGA level WASH institutions in planning, review and reporting of WASH interventions, and coordination with other actors critical to attaining and sustaining project results.
5. Operational support and capacity building of WASH partners in the preparation of activity proposals as per government micro plans, ensuring timely implementation of activities and reporting as per HACT guidelines.
6. Technical support and capacity building for sustainable O&M arrangements (service professionalization, functional LAMs system supported by LGA VLOM units, and strengthening spares supplies, with emphasis on
   the Public Private Community Partnership (PPCP) initiative.
7. Technical support to Min of Humanitarian Affairs, RUWASSA, SEMA, and the Ministry of Health for emergency preparedness planning, and time-sensitive response.
8. Technical support to the state and LGA WASH departments in operationalizing of WASHIMS and related databases sector data for planning and decision making.
9. Support for the state and LGA WASH teams in the documentation of learning products (best practices, human interest stories, case studies, etc.).

Deliverables:

1. Monthly work plan submitted on or by the 25th day of every month for discussion and clearance by supervisor.
2. Monthly technical report, trip reports, and reimbursable computations submitted on or by the 28th day of every month for supervisor’s documentation and clearance.
3. Two (2) ODF LGAs validated by NTGS with 500 communities achieving ODF status before end of this contract on 31 March 2027.
4. Functional and sustainable systems for operation and maintenance of WASH facilities in all FCDO and CERF supported LGAs and facilities, and functional FSM SMEs and TBOs driving safely managed sanitation initiatives,
   producing over five hundred improved toilets in the period under review.
5. Active WASH coordination platforms in place for both WASH in institutions, and Humanitarian coordination in the state of coverage.
6. Weekly updates on emergencies including needs, responses and gaps (financial, supplies, etc.) and the update of emergency supplies matrix.
7. WASH facility provision in 5 HCFs/OTPs and in 5 high SAM burden communities meet standards and specifications with documented evidence of how the services contribute to SAM reduction.
8. One knowledge product (human interest story, case study, etc.) per quarter.

Requirements

Education:

• University degree, Higher National Diploma or its equivalent in civil/environmental engineering, geology/hydrogeology, water resources engineering, building/architecture, public health, development studies and any other relevant field (Master of Science degree will be an
  added advantage).

Language:

Good communications and writing skills in English. Knowledge of Hausa is an added advantage.

Work Experience:

• At least 5 years of relevant experience in programme planning, implementation and monitoring in the WASH sector.
